The leader of the groups of ancient humans, the kings and his ministers and adminitrators, the leader of the religious institutions , the feudal lords, the govts and govt. machinery in modern world irrespective of political setup -democracy, communism, socialism, military junta, terrorist group. So, there is no point in asking the question unless you want to drive them away to take their place.
