Is the DEA a makework project orchestrated by the very people who profit by justifying their own existance?

The answer to your original question is YES. You can erase “DEA” and replace it with the name of ANY government agency and the answer is still YES.

There are four kinds of income earning: wages/salaries/ compensation for work done or advice given, interest on loans, return on investment in financial / physical/ intellectual assets and expropriation of others money as part of the political rulers or their Ruling Machinery. All govts. and govt. departments all over the World exists, enjoy and justify their exiistence by spending others money for the most useless purposes and benefiting themselves. Rulers and the Ruling machinery have always been the beneficiaries of workless enjoyment of life sice the beginning. The leader of the groups of ancient humans, the kings and his ministers and adminitrators, the leader of the religious institutions , the feudal lords, the govts and govt. machinery in modern world irrespective of political setup -democracy, communism, socialism, military junta, terrorist group. So, there is no point in asking the question unless you want to drive them away to take their place.
